Uninspected ticket. now I lose my licence?

I was the victim of a ticket that was never given to me. it was mailed to my adress. it was at an adress that I have never parked at. I left the country for 2.5 months 2 days after the ticket. I got home and I called the police, they said my licence may be suspended this will cost $1000 to get reinstated. WELCOME HOME. after all the taxes and fees that I have to pay EVERY DAY! I have to deal with this! I now have the car inspected and can prove it. But I rather pay the $50 because I am going to Army Basic training on August 22nd. Will they let me go to basic with a suspended licence? thanks
