Prison Movie?

Back in the 90's, I remember watching a prison movie where the prisoners held the guards hostage and were outside in the field causing a riot. They wanted negotiation but it took days for some agreement. In the mean time, they abused the staff and a couple of prisoners and guards died. I want to watch that movie again, but can't find the name. Does anyone have the slightest idea?
