My radiator fan turns on and off constantly?

99 cherokee xj 4.0 my fan turns on and off every 30seconds but my engine has not overheated yet. engine stays at 195 but the temperature here is 5. I have owned the truck for a month and have already added a full jug of coolent. please help!
